game crashes when i enter a city

it says files are too large when i try to upload the crash report.
but the problem is if i try to enter a city that it not in the starter areas my game crashes. so if i leave hub/squinn/admag or the uc desert cities and visit any other city my game will crash.
this started after 2k hours in the game
what do i do to fix?
tried re-verifying files.
tried deleting map updates and reverying
help please
