There's only a Traders Guard behind the desk which cannot be talked to. That's because the "bank" SQUAD_TEMPLATE is missing a "leader". If the character you assign as "leader" has the "shopkeep" Dialogue package and Dialogue "trader1" (like other shopkeepers), it will work.

could it be they shouldn't sell anything (which seems strange for a bank), but are set to "trader - yes" to regenerate what the player steals?
