All I want is 3-4k shadow view distance with decent quality which isn't as poor.

Anyone have any idea why this is happening.

sadly, your not able to get what you want.
shadows in the game have never been right, in fact we recommend you have them set to the lowest setting.
water reflection's is another setting we recommend you turn off or have at the lowest setting.
both issues have been around for a very long time.
