[Version 1.0.57] Game will not start (Ordinal 12208 couldn't be located)

I am trying to launch the game on a different PC. Despite having run just fine on that computer after the first installation, The game won't start on this PC. The popup just says "running install script(Microsoft VC Redistributable)", then briefly "Synchronizing Cloud", then boots me back to being able to hit "play game" without the launcher popping up for even a second. I have tried verifying the game files, restarting the PC, and reinstalling several times each. When going to launch directly from the exe, I receive the error message shown below. Additionally, I have removed and reinstalled several versions of MS Visual C++ Redistributable Packages, as well as Dirextx9, all to no effect. Would really appreciate any help, I've been banging my head against this issue for a while now. Running on Windows 10 if that makes a difference.

My specs are well above what I would need to play the game, but here they are:
Video Card: NVidia GeForce GTX 970
Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz 4.00 GHz
16GB RAM

I will also note you do not have an up to date game. You should be on either 1.0.55 for the latest stable build, or 1.0.64 for the latest experimental.

That dependency program worked. My mfc100u dll was missing stuff, so I had to download and install the Microsoft VC++ 2010 SP1 Redistributable Package MFC Security Update, which fixed it instantly. You're awesome, thanks a ton.
