Crash when entering Flotsam Ninja weapon store

There was no message or crash dump so I formed it myself from several log files. It seems that Havok.log contains an error as a last message.
Unfortunately the error doesn't really help identify where the missing character is coming from though, or why they're missing.
First thing I'd test is an import, if that doesn't work I'd try testing an import without mods on.
