Bug build

I've been playing for approximately 400 hours, suddenly the game decided not to let me build, I uninstalled the game, I removed the mods, I created new games and it still won't let me build
Can you describe the issue in more detail? What is it doing to stop you from building?
Can you not open the building list? Are there no buildings to pick from? Will it not let you place buildings? Does it crash at some point in the process? Etc.
