1.Katana skill is at 39
2. Spent hours using a heavy weapon (skill at 1), no increase. (In combat and at training dummy)

training dummys are currently effectively useless due to the super low skill bonus for the time. Might as well just capture bandits and have your guys cut them up in a jail cell for practice instead.

Is it only certain weapon types, or is it possible that the wrong weapon skill is levelling up instead?
One thing I noticed.
I made my first guy use a sabre-type weapon. He leveled it to around 15 or so, and I decided to switch to heavy-type. He's only at level 7 heavy, but it's taken over twice as long to train than it did to level sabre to 15.
This could possibly mean that the more specialized a character is, the harder it is for him to learn another weapon. Or as the saying goes, "Old dogs can't learn new tricks."

That's true. At the moment I'm having too squad members. At first I played for a long time with only one and trained his katana skill to 50. When he reached 50, I hired new guy, gave him katana, and gave my original a sabre. His sabre is only 7 and the new guys katana is 29.
So training too much with one weapon, makes training other weapons very slow. I'm guessing it's a bug but I'm not sure. If it's intended, I think it has to be changed. I bet a guy who has committed his life to perfect his fighting skill with katana can pretty easily learn other weapon types as well

I have the same problem. I think the reason is that the AI compares your attack value to the attack value of your opponent and if yours is higher by more than a certain value your xp gain is next to zero, not only for the attack skill but for any weapon skill. (note: I went and studied a bit the global constants in the forgotten construction set. there's a line: skill diff xp 0x penalty 25. that's what I'm talking about.... I think)
