Game does not accept Hungry Bandit Leaders as bounties.

As the topic title says, the game wouldn't accept Hungry Bandit Leaders as bounty, even though they have the word "leader" on their names. Why did the Police Chief asked for "leaders" in the first place? Now they won't accept the hungry bandits?
