For clarity sake its the lowest cage possible that is the issue.
Put a Sand Ninja Jounin in a cage in Heft. The guards have decided he is an enemy. It may be due to the fact he didn't quite end up in the cage. I can't personally target the 'Enemy' but the guards think he is a major threat.
Edit: Just thought id add that it is 42.1 on steam.
Edit 2: Actual enemies take higher priority. Just had some guys charge through the front gate.
Edit 3: reloaded save and he made a bolt for it, he apparently wasn't treated as a prisoner but at the same time was.
Edit 4: Put another guy in the same cage and he did the same thing. Seems to be an issue with that cage in general. Put in a guy with a weapon and he beats the guards up too nice way to get some heavy gear in the beginning if you manage to get your hands on a sand ninja.
Jail Cage in Heft not jailing properly
I had a problem with the cage as well, I had a few bosses to turn in, and I only got 1200 for the dust bandit boss. The rest were hungry bandit bosses. If they were alive, they stood up in the cage, no problem. If they were dead, they just fell on the floor in front of it. (By the way, the dust bandit boss was dead and got kinda stuck in the top of the cage). I recieved no payment for the hungry bandit bosses.
Just to let you know I find if you talk to police CHIEF npc in the prison and select take him (when you have a npc with bounty listed on it's info screen on your characters shoulder) it seems to work every time without exception for me. No need to put in cages yourself as that's were this bugs seem to be comming into play.
Also a tip if you hand in to chief / manually cage SUCCESSFULLY a DEAD prisoner you get HALF the bounty listed on info window. Applying first aid to the boss/jonin so it doesn't die in transit and keeping him on your characters shoulder (no save and reload while pickup up and on shoulder or it will respawn it NOT on shoulder) and the enemy npc will NEVER wake up before you hand it in. This will get you full bounty every time UNLESS they were dead before you applied first aid (it says on info window if they are dead) in which case you get half.
Just some things I found that may be causing confusion with prison cages and bounties is that HUNGRY bandits do NOT have a bounty kain_lei if you click on the enemy then check info tab it will list a bounty there if that enemy has 1 but hungry bandit leaders never do only dust bandit BOSS and sand ninja JONIN. Also once you get a bounty for a enemy npc the bounty amount is removed from the info window hense forth you can't get bounty again if it escapes.
As for edit 3 of shadow larax post when you load a save either from main menu or quickload it respawns and redrops all characters and npc's into the game resetting them as it were. This seems to have the negative effect of dropping the existing captured prisoners ontop or outside of cages so they are no longer caged and the game treats them as if the enemy npc just spawned in town it no longer recognises them as prisoners as there NOT registered as in the cage. If they still have a weapon equiped they will then start attacking friendly npcs and yourself. Weapon or not they will they be attacked by nearby npc guards and police chief or sargent etc.
