NPC's no longer spawning

Well after posting my last "bug" (turned out it was my own incompetence) I've encountered another that seems like a real bug. I've been playing the same save file for about 5 days now and built a huge outpost on the mesas to the southwest of Catan.

I've hired a lot of grunts, 16 in my squad total, and all are level 15 or up (training dummies). Theyve all got decent weapons from my smithy. Now that I'm finally comfortable dealing with bandits I expanded my base to the lower mesas. The lower ones used to attract bandits and town guard patrols if my guys were down there. Now they don't. I haven't seen a single bandit or guard pass by in about 3 IRL days. Worth mentioning that I play a lot, it's been quite a bit of in game time lol. Is this a bug? And if so is there anyway to reset NPCs? I seem to remember reading in a thread that there was a way. I thought it was shift+alt+f11 but that didn't work.

Any ideas? I really want to level my guys up more. Sorry if this is a repost i didnt find anything on it. Thanks!

ctrl shift F11 redoes the navmesh, it doesn't affect spawns. For more spawns there are mods that will increase the number of patrolling enemies, wandering far afield away from your base you'll certainly find enemies, and there's always the tried and true method of declaring war on another faction and killing them in their cities and their patrols. I'd recommend not becoming enemies of the Trade Merchants.
