Walls Interfering with Building Other Stuff (V 0.45.0)

After I built a wall with a gate to enclose my town, I can no longer build inside the town itself. I placed the frame of the building somewhat near the walls, then when I ordered any of my characters to build it, they would run just outside the gate and just stand there. I tried deleting the building to see if it was a one-time thing, but it happened again when I tried to build a different building. In case it's relevant, my walls and gate definitely all face outward from my town.
