Problem:
1) I buy a house in a city.
2) It's filled with junk (barrels and chests that I can't use).
3) Right-clicking the junk won't give me a "dismantle" option.
4) Left-clicking the junk seem to indicate they still "belong" to the city.
5) I end up not having much space for the things I want to build.
Am I missing something? Is there a way to "buy" prebuilt interior furnishings so I can remove them? Or am I supposed to only buy houses that are near empty?
Thanks in advance for any help. I apologize if a similar thread is around, but a quick search shows nothing relevant for me.

Me: What?! Why? I can't fit anything inside there.
Brink councilman. Ordinance Chapter 4, §47 states that storage facilities remain the purview of the Brink town council, and any preexisting storage units cannot be removed even in the event of transfer of ownership.
Me: This is bullshit. <leaves>
Brink councilman: ...failure to comply shall be punished with a fine not exceeding 100, 000 cats, and/or a jail sentence not...

Engineer: 'fraid so. It's not just a matter of the law -- those barrels are load-bearing barrels.

Engineer: Load-bearing barrels. They support the building, and we can't remove them without the whole place collapsin' round us.
Me: Yes I know what "load-bearing" means. And I know that barrels can't support any buildings even if I haven't been to "engineering" school.
Engineer: Sir, please leave the engineering stuff to us. And with all due respect, please don't tell me how to do my job.
Me: You're fired.
Engineer: Sir, you can't fire me. It's in the terms of the contract, see 'ere...
Me: ...fine, I order you to build a shack right next to the cannibal village by yourself. It's in the terms of the contract, and you have to do it.

Me: Looks like I have to do this myself if I want to get anything done right. <pulls>

Save files, as requested.
Things I did afterward that had failed to resolve the issue, in order:
1) Saving and reloading.
2) Saving, quitting, restarting the game client and reloading.
3) Saving centered on a squad member several towns away (to force unloading of 'chunks', if any), quitting, restarting and reloading.
4) Moving all squad members several towns away from Brink and saving, quitting, restarting and reloading.
5) Same as (4), but with the house being bought in Trader's Edge and Telbooze instead.
Some other things I've noticed:
1) Sometimes the option to purchase a house remains even after the house is bought. The button can be pressed multiple times, draining money each time until there's insufficient money. Ownership appears to already be transferred properly on the first purchase.
The option to purchase an already purchased house disappears after saving and reloading.
2) Buying a house will consistently force most NPCs in the same town to exit their houses and shops, as their pathing seems to be recalculated and doors are automatically locked and reopened. The NPCs will return to their previous routine after some time. Saving and reloading does not appear to quicken this.

So, right now my best option seems to be buying a house at a throwaway place with bad item prices (which happens to be Telbooze in my game) and crappy facilities. Then wait several in-game days and hope the issue resolves itself. I've heard many horror stories about building changes (bought houses, constructed outposts, etc.) being persistent across different worlds when importing squads and causing all sorts of issues, so I guess I won't be setting up a town until I can figure out how to avoid these problems.

Reproduced this issue in Telbooze, seems like the houses are no longer being purged of their original contents.
