0.69.1 Wall CTD

I'll preface this with my squad being imported without buildings but not resetting their locations on the map and keeping tech research in the 0.69.1 new game. I was able to build more in this location with 69.0 than with 69.1. The building location is here:
Wall III and Wall IV (I don't know about other walls) are still having ctd's with and without the "must be placed inside building" message. The game is not generating a proper crashdump.zip. The .dmp file is empty. This is the closest I can get:
