Token of gratitude offends factions.

Apparently handing a United Cities patrol 100 cats is means for the death sentence.
Talked to a guard, asked "What would be a "token of gratitude?" (or something similar.) he said 100 caps. I chose "alright". It said, "paid 100 cats", then he said "You'll pay for that!", then they all attacked me.
