So I was carrying another sand ninja jounin to jail and the police simply took them from my shoulder and turned it in themselves. NO 5000C FOR ME I GUESS. YAY.

did you pick him up in town or bring him in from outside?

The police "Bounty Hunting" task that tracks the nearest bounty like "Blood Tracking" for the dogs. It happens to both bounties picked up in town and bounties brought from outside. All bodies can be picked up off of other people's shoulder. That was a thing before the update too. You can pick that bounty back right off that cops shoulder and cash him in.
