[0.75.3] Can't use beds and training dummies

Just started a game and I can't use beds (in flophouse) and training dummies (ones I didn't build)

Was just going to post this as well.
Beds, cages and training dummies that I have not built are not accessible.

Possibly an update to who owns them, but I was in the process of saving some police officers who got into it with a bunch of caravan guards. And I couldn't put them in any beds to heal. Not in their own beds or the flop house beds.

My characters also can't rest in the flop houses.

Since I couldn't rest in the flop house, I decided to buy a house and setup a bed.
But now I can't even rest in that one. Seems the beds inside the city are all out of order.

in a different game I setup an outpost outside the city and I'm able to rest there.

Also there is an annoying citizen who seems not to know that I bought the house. She has come home and insists that I get out. No wonder I can't rest with her nagging me all the time.
