[0.90.1] Shops not open + No shop owners

More than half of shops are never open and when they are open the owners never come. I die of starvation before I find one that is open with a merchant.

so far i've noticed two separate issues, first that no bars ever have barkeeps(but the food laying around has no ownership so you can take it fairly easily), and second that other shops dont open their doors sometimes or very late due to the shopkeeps getting stuck somewhere inside or getting unloaded.
