No populations in towns

Hi,
I've been having this bug for a while, (since the last update v0.22.0) and noone else has yet mentioned it so i thought i'd ask about it here.
Basically, everything is working great, sexy trees, rocks and grass. but the world is suddenly empty... Every town is a ghost town and the only people in the world are my party and the gangs of various bandits and patrols out in the desert...
Anyone else had this? It did fix itself once, for no reason, (i had just left the game running) but then i got a crash when i went to purchase a backpack from a merchant... :'(
