[0.91.4] Level progress ignored on reloads

So I wasn't really sure how to phrase this for the title, it is really odd. I have seen this since day 1 of beta, I have been trying to figure out why this happens.
I'll use my latest experience as an example:
1- I see a group of starving bandits, my main character is alone, with level 29 attack at 19% xp to the next level.
2- If I were to save, reload, and then attack the bandits while keeping watch at the xp progress in her stats screen I would see the xp bar going up.
3- HOWEVER, at 100% the xp bar resets without leveling form 29 to 30.
4- after one "fake" leveling the system seems to start working again and I start gaining levels like normal.
This happens only on reloads, I haven't checked to see if it is occurring every time, but it happens when I do check.
