When I for example take over a city that is alot better than my current main one or found a new one and build alot of buildings and it gets a better reputation than my first city, I will want to choose a place from which the goverment will rule the territory, same with other factions. It wold be extremely annoying to have that as your PERMANENT capital, as it could be in a position that gives a great disvantage and it may have no strategical worth. Capitals may also atract new businesses and more people.
Now atacks: there will be fatigue and characters won't be running ALL thoose ways without getting tired, atacks will problably take away energy. But what if I want my guy to atack with a less tiring attack? What if I want him to be less rigorous when firing his bow? If I could make him swing faster or swing with more strengh, it may make some difference, as either the enemy cannot defend my powerfull atacks or cannot keep up with them. But what if I want my character to STALL him, since I know he cannot win that battle but he is still important? I may want him to get less tired to so then he can last longer, he may take an enemy or two instead of just blocking. Also putting certaing ammounts of energy on blocking can also help. I may want to waste less energy. BUT energy allocation can also affect the performance.
Also if the workers are getting tired fast, I may tell them to work less hard and that way they don't complain. It can also apply to many other activities: running, management, etc.
I hope that you consider what I just said and that you support it. Now if you excuse me, I have a different agenda beyond Kenshi.

Sounds like two different topics to me.
For the first one, I'm with you. Establishing capitals and whatnot, and being able to change them if you want. But it seems only natural that this will happen.
For the second. I agree with having characters that get fatigued after awhile with all that running, but for the whole energy allocation thing in battle, I'm not convinced. It seems really cumbersome. That amount of micro managing would slow the game's pace down too much, I think.
