Prisoner cages are in the game already, they were removed when the research feature was added into the game. They will be reintroduced in the future, we're likely to get slave labor in the future, so I imagine Chris is working to reintroduce the cages when they have more use. They were rather buggy before, with prisoners disappearing or standing in midair instead of in the cage, people would knock out merchants and bandage them up, transport them to their base and put them in a cage so they would have their own merchants. Of course this was before the shop counter was extant, so I am unsure what if any issues that would pose now.
As for the buggy features, I imagine now that he is on Steam and has consolidated most of his user base onto Steam he may opt for Beta versions that you can opt into on Steam in the future. It's easy to say that walls should be in, but you're really not in a position to make that call. Walls would occasionally allow enemies through, and caused frequent crashes. They also didn't really offer much in the way of protection, they just gave you a few more moments to get your squad ready to fight. When they're reintroduced they will work better all the way around.

That's my attempt at making this more legible. He wasn't just wanting prisoner cages back, but also a better way of storing and transporting prisoners. After attacking a bandit base, I often find myself unsure of what to do with the bandits. With capturing so many bandits comes the problem of storing all of them until you can turn them in for a bounty. This is where being able to build a prison, instead of just individual cages would come in handy. It would be nice to be able to have a prison that requires less micromanaging to store prisoners. It could also be useful in turning in multiple bounties to the police stations at the same time.
It makes me a little angry, the way Chris stripped walls, large outposts, and prisoner cages out of the game for the Steam release. I think he should have left them in, even with all the bugs, to help get the Steam community fired up about his game. Kenshi just feels a bit bare with them stripped out like that.

Haha i did the same take off there weapons just bandage so they wont die drop em and let em rot till u collect the bounty. Offc they did escape after a while since after a few saves they could ran thorugh building walls :p for some reason, they might have scratched trough it

That is what I do too, awesome others came up with a similar solution. Just pick a small shack to use as your towns "jail" so you can move them over as you got time.
