In AI war: Fleet Command, the AI acts realistically. He may sometimes ignore you because:
1: you're too weak to be considered a a threat
2: he is busy with something else
3: he is not a centralized intelligence and omniscient and doesn't know what is going on in everywhere
However, if you start growing, the AI might recognize you as an obstacle to his plans and might try to:
1: destroy you
2: weaken you
3: control you
The AI, instead of targeting that weak village that is close to him, might target an important key settlement or an important person instead of a weak one. Because he thinks, he knows how to gain the upper hand, he knows what is worth and whatnot the trouble. The AI doesn't waste resources on destroying a small faction just because it's at war with it. The AI doesn't ignore you when you are obviously planning to destroy it. The AI thinks. It can be a human. It can predict certain things. It's not god/omniscient. It can be realistic.
That's my suggestion: a realistic AI.

Isn t taht what was already planned? Except the part of maybe ignore weak enemies, anyway if not would be a good thing to ad in my opinion, not just "I am stronger i crush the weak", unless that was how the faction "motto" was, like canibals ould likely attack anyone, food is food, unless they picky and ignore skinny people.

Yeah ignoring me might not be everything... they could ask me to be their vassal. Wait was attempting to control me already planned? I don't think so...
But still, it wold be nice to have an AI as sophisticated as the AI from AI: fleet command, even though the game is better in the multiplayer aspect we can just change the AI a little to so then it shines in single player. I am also thinking about the AI from Victoria 2 and Europa Universalis, on which it can also reduce your army and forbid you of recruiting more soldiers (reduce size) or fight against me and make me stop influencing and have minor factions in my sphere of influence and remove them to so then he can control them.

On this note, I think we should also explore the problem with faction standing. As mentioned in these posts, the AI should not be omniscient. Therefore, it could be argued that you should not lose standing with a faction for attacking and killing them unless there are A) survivors who could report it, or B) witnesses to the act, or C) evidence linking to your faction, such as the corpse of one of your guys with their weapons sticking out of him.
I know this would make it easier to pick fights with people for their goods/weapons or what have you, but it makes sense. I mean honestly, how does everyone from the holy empire know if I took out their patrol with no one else in sight and no living soul to tattle? They just magically don't like me for an unknown reason after a hostile act on the far other side of the world. This would fit in line with a more advanced AI.
Here is another perspective. Think about it like modern day criminals, but take away the CSI stuff. Many people only follow the rules because they know they are being monitored by various security and/or police. The threat of jail time and fines keep people in order. Example: The power outage of New York City in 1977. People went nuts, burning and looting, taking whatever their hearts desired. In just one day, over 300 million dollars of damage/looting had been done. Over a thousand fires were reported, and even more buildings damaged than that. It is known to have lead to the largest mass arrest in the cities history with 3776 people arrested (yes I had to look that up :p) of which I guarantee many of them had no priors.
In the Kenshi world, we do not have the luxury of a large police force and high tech security systems. The only reason to follow the rules is fear of death. If you did not have that fear, either because you are just crazy or very powerful, then there is little reason not to take whatever you can get to ensure your survival. Also, if someone had something shiny and you wanted it :p
I already know that many of you are going to say "But I would never do that" either to yourself or in response to this, but let me save you the trouble. Yes, there are good honest people in the world. There are also good people who can make an excuse for doing the most despicable acts because they believe it is justified. For example, the TV show on HBO called Dexter. This is a show about a blood spatter analyst who works for the police department. He is also a serial killer. I won't provide any spoilers, but I will mention that he kills the bad guys who escape the justice system for various reasons. Is it right to take matters into your own hands and kill a man who got away with murder? No. Can you justify it saying he didn't give his victim the option, or that he deserves the same fate as his victim? Yes. While it may be morally wrong, he believes he is doing the right thing (and to be honest, I count myself in with those who agree that someone has to put down the scum of society, given their crime is extreme enough).
How does the above story relate to Kenshi? A travelling merchant is carrying a large quantity of food and water between towns. You are dying of thirst, lost in the desert trying to find your way to a town. You could follow the merchant, but town is still a day away at least. You know you will not survive without water. You kindly ask the merchant for some, in which he turns you down. You beg him for help, yet he refuses to give you any unless you purchase it. You have no money, but you do have a sword. I would like the readers to respond honestly to this question. Put yourselves in the dying man's shoes. What would you do if this happened to you? Would you strike down this evil man for refusing to help a fellow human being in a life and death situation? Would you follow him and try to steal what you needed? Or would you just follow him and hope that you survive the rest of the hot desert journey to a town, which at the time seems unlikely? Granted, you are alone so you probably would not be able to take the guards in a fair fight. The element of surprise is on your side, so you have a chance even if it is a small one.
Now for the second question. Let's say that you are in a group of 5 soldiers, outnumbering the caravan guards roughly 2 to 1. Same situation as above, except your entire group is dying of thirst and/or starvation. Then what would you do? Even if you are strong enough to make it to town yourself, let's assume the likeliness of your entire group reaching it alive together are less than 1%. You could threaten them, you could kill them, you could continue to follow them and beg. Go ahead and provide your (honest!) answer for the two scenarios below. You will not be judged for your decision either way, and I bet you will be surprised at the outcome (so long as only honest answers are given, though this is impossible to ensure or verify).

If alone in that situation, i wuldn t take the risk unless i could smuggle the ottle unoticed, of course with a groul, numbers on my side plus, no man stays behind, i could simply knock them bastards steal water and leave the rest, or might as well take advantage of take the rest of it, can t blame the man for not giving water whne he is in the mide of the desert xD, tho i do agree with you in that situation, it s not always that you see a game where witnesses do matter, and just not magicly "I sense a disturbence in the force, a man of our were killed by X person!!!!".

If the man can be disabled without killing, then I would most likely take what I need to survive and leave the rest. The man would most likely report the incident to the nearby town, however since the crime is rather minor the penalty/risk would be as well. (A mask/cloth would definitely help in this case.)
Also, what about asking the merchant if you can have some water and pay them back by escorting them to town.
In terms of the AI, the closer you are to their settlements the more likely they will involve themselves with that base. If your settlement is close enough they might attempt to collect taxes or maybe attack it.

I wold steal everything he had in the night to so then he wold learn a lesson. Just so he wouldn't recognize me, I wold make a mask out of cloth (technically I wold rip it off and wrap it around my face.
