Dust bandits become the mafia of kenshi

I'd think it would be cool to have them as organized crime like having spies in the police and such drug smuggling ect and give them territories like if one bosses party moves into another he could be attacked and such

Been somewhat discussed, especially in late posts about rganized crim (idk if before), but just for the player, to for the NPC, they need something more subtill than "dust bandits" they are far from be mafia at this point, nor i see bandits become so, i would enjoy see a mafia of sort around, but keep bandits of it, my opinion, bandits should not be classified as a faction unless they were a special group of bandits so to say, as all bandits should be "independent" (the black beard group exemple), diffeent groups which are bandits but nothing related to each other.
