There should be a diplomatic ability characters can improve in the game like sience ect
It would be used to improve relations with other faction establish trade demand money ect
The better the diplomatic skill the more likely people will accept your offers

Edit another thing you could use your diplomats for is to bribe other characters like all characters have a certain bar or something that shows how happy they are with thier faction the better the faction treats them the more they'll like thier own faction the lower the bar the easier it would be to bribe them to do something leave thier faction betray it join yours kill a member of thier faction ect
Of course all of this could also be done to you by other factions diplomats
