Rent Guards, take money from taxes collector etc.

If you think it is boring then don't play it. You maybe never play DF because DF is enough to similar to Kenshi and is really nice you can build a city but for only 20 people? i missing neutral citizents in my town, which will live their own life! and pay me taxes.
DF settings will be great for this game. What you want to do with empty city? You cant develop it. No progress. Edit: just looked at your join date I seriously doubt you have been playing kenshi long enough to get any enjoyment out of it. This is a game that is meant to be a long enjoyable game if you don't have the patience for that then well..... No point in playing. But the game will have motte features in the future. Sieges wars etc but it will NOT be a cheep DF or M&B knock off.
I have played DF and no the game should remain kenshi not some DF knock off as said before kenshi is more original then you obviously think. I play kenshi at the start, but i just registry later. Today kenshi nothing original and i think everyone know that and this game have inspiration in many other. Why not DF?

Besides, I kind of agree with him in some of the things...I think after long time of playing the game gets little boring.
After you have army of 15 fully trained samurais in full heavy armor and 5 skilled super ninjas with hardened strawhats in a big fortress capable of producing anything there's really not much to do. Nothing possesses any real threat anymore. It's mostly due to the lack of content because of the alpha stage. I'm sure it will be fixed when we get more features but for now... It gets kinda boring.
And about the DF thing, I think he meant that he wants NPCs to his town to manage and collect taxes from etc. like in DF. (At this point, you should know that I have only tried DF little bit. Seems great game but the "graphics" are just too much for me to handle) And I totally agree with this! I want it to be possible to own a town full of NPCs and shops with traders in them. Just like when you first bought your shack in a town, you were just one its citizens. At some point, I want to raise to the possession to SELL a house to a trader that sells his wares in my town and gives me a share of course
I don't want it to be too complicated though. I don't want to be running back and forth all the time to be asking from every single NPC individually what they want just to keep the town running. I don't mind occasional request of 5 rums for 200 cats on a billboard though.

And you cizitenst should have some demands sometimes for example: better well, or "Justice house"
Guards(which you have to pay from taxes) etc.
