This has probably been done and included in other mods.
What I did was a small and standalone "hotfix" version that can be quickly incorporated.

Medical research now allow Splint kit to be crafted at the Medical Assembly Desk.
Advanced medical now allows Advanced splint kit to be crafted at the same place.
