Most of the time following characters are heavily jittering when the char they follow isnt moving/standing still. Very ugly.
Also it seems that the guards of a convoy are desperatly trying to "jitter" in formation when the leader is just standing around.
Very easy to reproduce: Take a few chars, let them follow another char, move a bit and wait till the leader reachs his movement target. Followers usually start to jitter around their leader.

I see the same thing when they're moving too. It used to look all nice when they would all walk the same speed and such. 
My bet is this is a bug or unintentional side effect related to the implementation of formations. Which we don't have access to.

For me that was caused by following character stumbling on a followed, pushing them a bit, therefore, since "follow" is still applied they had to move a little bit more, to a new leader position, then stumble on them again, and so on. If not for phisics they'd just merge into leader
And i think it's still presented in 0.67.2
