OK so as I was reading a Experimental update on steam for the game and saw this comment.
Sheriff Joker Dec 1 @ 5:19am
My problem currently with the game (And it is a FANTASTIC GAME BTW) is that they have given too many functions to the NPCs (Which is great) BUT not the same to the players, for example NPC squads can now travel in formations but YOUR OWN SQUADS can not, NPC Police can arrest you but you have no such power, NPCs can demand taxes from you for protection but you can't do the same to them! I really hope the developers are doing something about this...

I see his point so for the NPC Police I was thinking maybe when the game gets bigger and the required features get finished maybe we could have the ability to set a squad from your list of squads as a Guard for your towns and outposts with the same ability as the NPC guards like arresting people coming in with a bounty or shoplifters and it would basically make them act as the NPC guards would but in your towns now I am not sure how far the shop system is but maybe we could get the ability to make are own shops like Ins,bars, weapon shops, so on and if anyone wants to add or improve these ideas id love to see what others think about it

you can make your own bars, in your base or in town. only difference is you don't man it with someone.

Don't know on the weapons shop, maybe later you will be able to setup a weapons / Armour shop to sell the stuff you create. highly dought you will be able to sell stuff you striped off others though.

Some functions will stay in the NPC only range, like police or slave traders. ( though that one might be up for debate or changes but not entirely sure, wouldn't bet money on players getting the option any time soon )

you might be able to demand taxes when diplomacy is fully added. more like pay me money or i fight you and take it sorta thing.

Formations was just added so lots of work still to be done on that.
NPC police will most likely stay that way, and you wont have that power ever. though the Dev is very good at making sure you can basically do everything the NPC can. or visa versa. but in the end there will still be some things you or the NPC cant do.
though you might be able to join the police alter on. still a lot of things the dev is working on and i though read a ton on what they got planed or working on, have no clue on it.

Well if we are not allowed to set up police for are own places how about hiring them like mercenarys. I mean I once saw something when talking to a mercenary leader with the option "There is a new outpost and I want to hire you to guard it" or something like that maybe we can hire police but they would require a police HQ like they got in the other towns with the cages and the beds and all that.

Yes but police are more...official and having mercenary guards make me look like some kind of thief who has to have mercenarys guard my town

There could always be the ability to negotiate with the head of the police faction.

but personally i'd like to be able to have police too. to enforce the 'laws' of my settlement(s).

Micromanaging isn't bad. but i don't wanna babysit to make sure noones stealing . o.o and i'd also like the ability to have "Judges" . who also decide if someone is or 'isn't' guilty.

As far as policing your own outpost goes, its entirely possible to beat an NPC unconscious and stick them in a cage for however long you'd like.

it'd be great if i could automate that though and not have to micro things like that all the time. Being able to put some of your guys are guards that automatically put people into your jail after the fight would be a great.

Same with manning your stores. I really hope these become things later on so i don't have to worry about all the excessive micro, Just assign someonone to the counter and they manage the shop and restock it when needed.
