Persistance bug

Just went back to this old city i had caused some trouble in, most of the people i had killed and stripped had all their gear back and were back alive slaughtering the town gaurds.The shopkeepers inventories had reset too, but their money hadnt been. Cant tell if the NPC's skills reset.

got this again, after cleaning out all the armor on the guys at the same city (port south) i went back again to find them all sporting their full inventories once more
