Grain silo operation.
yes it is. It's just part of the operating of the grain silo.
When the silo is empty they will go get more. Provided there is more within their perception, their is space in their inventory, and the output of the silo is not full.
I tend to have my wheat storage near the silo so they don't have to even move they just swap it to the silo and keep working.

I have one person set to use the baking oven first, then the grain silo. Someone else is set to auto-haul for the grain barrel, which is right next to the silo. This results in the "baker" hauling all flour to the oven as soon as it's made, then since there's nothing else to do there, getting back to grinding grain. From what I've seen, I've never had a need to tell anyone to load the silo, since part of "use the silo" is "load it with grain," just like loading water into a farm is part of using the farm. Works like a charm.
Now if only I could get them to stop eating the bread as soon as it's made, I could make some dustwiches.

[Correction of previously written]: Yeah, that's weird. Best way would probably be to situate bread basket next to a cooking stove where bread would be processed to something else. so cook would grab it sooner then anyone else.
