Whenever I play it does not matter whether it's a new or old save it always says v.98.9 I'm aware that v.98.11 just came out, I've imported my games many times but still see v.98.9 is that normal?

No it's not.
Are you updated to 98.11?
Check to make sure Steam as actually installed the updates.

it wasn't that i tried reinstalling the game and it worked

Restarting steam would have done it as well.
