You say it happens at a specific place and happens everywhere? I've never had this happen to me in any major city, or anywhere for that matter, so being specific might help the devs look into it faster.
you play it on easy mode, so ofc you wouldn't have it happen to you. If by easy mode you mean a game with over 1000 hours, sure. If you're putting the game difficulty that hard you have to expect things to get crazy. I already know that. Why should a slaver care about a bar tender that isn't his ally anyway?
It sounds like the deeper problem here is that guards and townies need to be refreshed periodically, so waves of bandits and slavers don't eventually depopulate supposedly stable towns.
In turn that sort of thing should probably tie into settlements being taken over and repopulated, and of course those mechanisms either need to be driven by the AI or else be open to the player.
A basic way to do it would be to have wanderers that show up at towns and outposts and offer to join for cash.
