A neutral Casino town

I would love for a way to gamble or build a casino in Kenshi. That would have been awesome if there was an independent city of casinos that other factions visited. It would be neutral territory. Just a lot of fun scenarios could happen with a casino town. Heists, kidnappings, drug dealing, and finding new recruits. Could even have a starting scenario in the town.

I think you should check out the swamp towns, there are several gambling places there. Let me know if you figure out the rules, cause they just take my money and tell me I lost.

I already did. That is why I would like a city or something with real understandable games. Swamp places made no sense.

You could try and make part of that via the fcs and in game editor.
But you will be limited as many of your ideas dont have options available to be added into the game.
