It seems that characters stay "linked" in their movement rate even after they are done moving. This can cause massive slowdowns for all characters in a town.
This is what causes it:
First off, you have to be in your own town or some other location that has jobs so characters have to move around a lot.
Second you need something that causes a character to slow his/her movement, like a body of water.
Do the following:
Select any number of characters you control (the more you select the easier it is to notice, so select all your characters).
Have them all set to move as slow as the slowest member of their group.
Right click anywhere in your town so all characters move there as a group.
From now on those characters will count as being grouped together even as they start doing their assigned jobs.
Even if you deselect them, or start building stuff, or start sorting through inventories or whatever they stay linked. This means if there is a body of water anywhere that a character that is part of that group has to move through the whole group (possible the whole town) gets slowed down. Getting attacked doesn't solve it either, they stay grouped.
To remove a character from the group you can select only that individual and give it a new move command, you'd have to do this for every character that was part of the group. Or save and load your game, that also fixes it. Or of course the easiest way to solve it, to change the movement setting of all the characters. Because of this last option this "bug" isn't much of a real problem. But it remains somewhat strange behavior, that can lose you a lot of progress if you don't notice it.
I've included a save file below where this behavior is very easy to see. Simply select all the characters, right click somewhere close to the town and watch from the vantage point shown in the picture, you should easily see everyone slowing down the moment even a single character enters water.
