It seems that any NPC that is classed as OT_DIPLOMAT becomes completely immune to targeting by ranged weapons (both crossbows and turrets). When targeted for an attack with a ranged weapon, the shooter will attempt to shoot a random other character nearby if possible instead. And if no other character is nearby to fire upon, they will simply ignore the order and stand there ready to fire.
After testing several old versions of the game, I've found this bug present as far back as version from 2015. So I'd wager it's just been carried along for years, somehow going without notice.
Happy to provide saves if needed. Though it seems to be 100% reproduceable for me by just firing at an Diplomatic status NPC. I personally used the Phoenix as a dummy, as well as several custom NPCs I made for testing the issue.

Just here to also enforce that this is a bug or an overlooked design choice. Can also testify that it is very easy to reproduce this issue.
I always thought this was a design choice though.

Of course a little code work should make it so this choice only affects NPC's attacking diplomats. (hopefully would only require a little coding)
