Major Stutter, Renders Game Unplayable

I've been comfortably playing Kenshi for quite some time now. I mod it myself on occasion and have many mods. Without warning, it just randomly started stuttering and freezing in my main play through. I exited and relaunched and the issue was resolved. Then it happened again, and this time it was in the main menu as well. Even the cursor freezes. Relaunching wouldn't work. Several weeks later I decided to uninstall and reinstall. No luck. I got rid of every single mod. No luck. I swapped which drive it was installed to. Nothing. Finally, after the third swap, it finally worked. I reapplied some mods, but it quickly succumbed again. Now nothing works to fix it. I don't think its the mods because I use pretty popular mods and no one else has reported anything, and I played with them just fine beforehand. The freezing always begins when I go to establish a base and then persists even after the game is shut down and reopened. Both times it started when I went to build a base near the Hub and Squin. The issue began around October of 2023 and has persisted to today (January 2024). The stuttering has rendered the game completely unplayable. It starts as very brief, second long freezes but it increases exponentially within a few minutes, until it takes me several minutes to exit the game without terminating it in Task Manager. The game never actually crashes, just freezes into infinity.

Best guess is something with your GPU or a program running in the background.

No good, I did what the thread advised, and I wasn't able to fix the game. It is possible that I missed something but I feel as though I was quite thorough.

What I would do is monitor resource usage in task manager while the problem is happening, see what is causing the slow down. Might help point to the problem.
