Kenshi is pretty close to my ideal game, although few years ago i've been thinking of something a bit diffirent.
It would be a zombie\virus-apocaliptic-tps-rpg-rts-global strategy game with only few hundered thousand of total population survived. Player would start alone at some condominium located in a large city. Next step would be to gather some supplies and secure the entrance. Then looking for other survivors to build a community. Next stage would be to secure some area around the complex with walls or barricades, to allow safe walking\farming\etc. Player and NPCs would have some skills and proficiencies, of course, and some NPC would be kind of unique, and required to start a facility like garage\farm\infirmary\etc. After community is established, player would need to reclaim the city by eliminating hostiles, restoring power and facilities. Block by block. Pushing walls\barricades further (like in TWD comics they've been doing at some point) Player would be able to pick survivors of his choice in his squad, as well as form NPC squads to do the job. Control of the player's squad would be executed in the same manner as it was in Freedom Fighters (best squadmates control system i've ever seen) Means, player would have full control over their avatar, and minimal set of essential commands for squadmates (follow me \ defend this position \ attack this specific target). NPC squads could be send for the mission in a manner of AC:Brotherhood, where you pick survivors and based on their stats against mission difficulty chance of success is calculated. Meanwhile, it'd be possible to locate survivors via various means like signal rockets, or radio, or triangulation of cellphones later on. So in search of survivors\reclaiming the city\maintaining your base of operations flows the game. NPCs would also have some moral\mood indicator that could be raised or downed via some simplistic dialogue system early in the game, and some global factors like supplies sufficiency and local propaganda posters (there's hope! cheer up and kill some zeds!\grab a hoe!\write some code! \ Leader is with you! Don't give up!).
That's some generic stuff, here's an interesting twist: global population counter and real time events. There could've only been this much beings in a city, right? Trash the respawn system! Let the every dead enemy count! Those people won't just sit there and wait for the rescue right? Well, kind of, they'd do the same things as your group, maybe to a lesser degree, securing space, hunt for supplies, farm, clearing the area... if they're lucky or strong enough to build a group. If not, well, you can't safe everyone. Some of those groups might be hostile, but most would gladly cooperate or even join your crew. After reclaiming a city it'd be another city, then region, and eventually, country and whole planet.
So... Open world with urban as well as country zones, few dozens of generic distructable vehicles upgradable with some not very deep but effective system, like in Zombie Driver. Maybe cars could've had some small fueling system, nothing hardcore, but nothing unimportan either. Then bunch of fancy weapons, maybe also upgradable, some gear, some characteristics to choose from at the start and raise \ down later. And limited numbers. Survivors, enemies, weapons, fuel, ammo, gear, everything should be limited from the start, with system to replenish global counters (production of food, gear, weapons and ammo, maybe production of survivors as well hehe, and maybe even replenishing of enemy counters, since there's a chance someone gets infected, or some mad bastard's sitting on the supply of "treatment" he injects in every random stranger he meets)
In 10 years i've seen some of these ideas been implemented, and one game called Dead State even created something very similar to what i've been thinking, although in more Fallout-style with turn-based combat, and some generic zombies, while i've been thinking more of some toxin that drives population mad, not dead. And Kenshi has introduced limited global number of NPCs yay!
that's definitely something I'd play.
I have so many ideas. One is like Dwarf fortress with 3d voxel world and with very complex crafting and building systems. Some trading with other settlements or wandering traders also. When you played a long long time you can eventually build something like Moria or Erebor but start with just a hole in side of some hill. You can't directly control any dwarves but give an orders and send patrols outside of your dungeon. Killing monsters and looting of course.
edit. And with proper water physics so it's possible to make working water wheels and dams and floating things and control water flow with gates and fill room with water so goblin intruders drowns there and you can loot them etc.
