full screen

Hi, i was playing in 1080 but i decided to try a lower resolution, and there i got my problem, full screen isnt working as full screen, its just as it is borderless window, if i use any other resolution under 1080 in full screen my game doesnt fit all my screen, is this intended? i really wanted to try lower resolution coz in my laptop my eyes get tired of things being so small. Anyway if anyone can tell me a way to at least increase UI size it would solve my problem the same.

If playing on steam (where I know this works) press alt enter (at the same time). Forces the current res to go fullscreen. And yes, it's the lower res at fullscreen, not 1080.
