Game won't launch from steam

My problem as in title is that the game won't launch from steam i am not in any beta and i tried uninstalling and reinstalling to no avail i also tried installing a beta then it told me it was missing an executable but that is another issue altogether i have since returned it to base game issue unsurprisingly was still there

steps to reproduce if you can

have Kenshi installed
press play
it will say it is running a few seconds
later running status will disappear
then it will be as if you never hit play
and yes you can immediately press play again

i already sent an email today and was told to also post on this forum so i am

i have run directx 11 on civ 5 if this is still a known issue please tell me which also i have reinstalled

also i have read the page now none of those are said issue and i tried all of said applicable avenues but the problem persists

check your anti virus as well.

i checked again i did say all avenues i turned it off completely the problem persists
i have yet again attempted messing with my security re-downloaded the game but the same thing that alerted me to doing this (which required me to manually start the game from the folders) was still occurring the file attached has a photo of the errror i got so far the only error i have gotten attempting to find out what is going on and yes i did turn off all aplicable systems i know of, and how to and redownloaded and attempted to launch the problem persist
