Easy to reproduce bug.
  • Steps
    - Ally with a nation.
    - Get a bounty from that nation.
    - Commit crimes in that nations town.
    - Watch them ignore you.
What I did was I allied with UC through turning in bounties. I then encountered Lord Yoshinaga in Heng, and he demanded I bow to him. I told him to suck on a peanut, at which point he attacked me and could not land any damage. I fled, at some point attacking him (I could not land the hit either) which broke his animation and allowed him to flee. However he remained very upset with me and would attack me onsite, with the same result.

I noticed I had a bounty now that all NPC's were ignoring.

An NPC was caught by guards with a high bounty. I didnt want the game state to change, so I decided to sneak into the police station and free this NPC. NPC is freed, and the guards notice me. They assign a bounty as a burglar, but do nothing.

I proceed to try to piss them off by unlocking every prisoner cage in town.

Nope. They just stand there. The citizens yell at me for being a criminal but nothing is done.

It seems to me that this could be resolved by recognizing allies only last in a chain of priorities. If the player is any sort of criminal then that crime should be recognized first, allowing for the ally flag to be suspended and the crime to be punished.

This is able to be remedied by adding conditional modifiers to crime related actions that include:

1) Set Temporary Flag to Enemy
2) Lower Reputation to anything other than zero.

This allows allies to both be punished for crimes committed while under the auspices of protection, and allows for factions to have a penalty associated with criminal actions, so repeat offenders can gradually become outlaws.

There may be something more to it in the system, but for now a simple mod does the trick.
