Really quick question, but I'll lead it on for a topic of debate...

Does anyone know of outside of Catan, any other working Police stations? There used to be one in Brink, but excluding the capital, all the other towns no longer have a functioning Police dept to hand in some bounties.

And for the discussion - should there be a Police dept in all the towns, or just a select few (depending on faction or town size?) and would it be good to start your own Vigilante group that acted as bounty hunters?

To answer your first question there is a police station in port Souln which is south of Catan.
To answer your 2nd question it is in selected cities not sure on all of them.
The final questions answer is probably yes, I actually built my base on this concept, I hunt down the bosses and just get money now I have 1 mil and a huge base :|(started as a wander also)

Most of the towns do have police stations, just remember that most of them are either unmarked or mislabeled as Trade.

Click on the door and if it's owned by "Security", it's a station. It's always the round building.

if your using .40x update to the newer version. I know brink's police station bugged out in that version (for me anyways) and didn't have cages in it until the next update.

Edit: found three lacking stations so far, apologies for the misinformation.

There appears at this point to be a police station in almost every settlement. Some are squirreled away in odd spots (like the town that has it's station as the anchor to the settlement wall, only accessible from the wall and half buried in a hill), but I can usually find one. They don't always have a desk sergeant, but the station is there. (At present the furniture in these stations is all in need of repair btw, decent place to grind a little Engineering skill before trying in the field.)

To what I suspect is the meat of your question however: bounties. You can collect a bounty at the time of this writing by interacting with a jail cell while carrying a bountied bandit boss (the bounty value is shown in the first status tab while viewing his stats IIRC). No need to chat up a sergeant. I don't think I've found a station lacking jail cells at least. I believe the bandit despawns over time, so probably no worries about filling up all the cells either.

To the debate item:

I think the "police station building" should come standard with four roamers and a desk Sergeant (or require characters designated with the 'police' career, that will use the police AI), and is a benchmark of a successful settlement (including the player's).

Regarding a vigilante band, that's entirely doable now.

I verified there are working police stations in Shark and Skinner's Roam (opposite sides of the map), and there are no police stations in Trader's Edge and Eyesocket.

I actually prefer there being a select amount of police, as it adds a bit of a challenge (as well as increased strength) when you're carrying this Sand Ninja Jounin across the map, all the while dropping him/fighting bandits.

You're more than capable of being a "bounty hunter" as of right now. Started my Wanderer on this concept as well, he is now more powerful than you could possibly imagine. :D
I've actually hit the point where I'm contemplating whether to start attacking the Holy Empire or the Imperial Lords.
