works best if you don't wear a backpack.
got it to work perfectly while not wearing one.

If you have a backpack on, just close it(press 'Open Bag'). It worked for me

I logged in today and the blueprint wouldnt work at all. didnt even say outpost kit. It just said blueprints large. when i right click it does nothing and stays in my inventory.

best bet until the bug is fixed is don't buy any blueprints until you are gonna use em right when you buy them.
Lost a fair chunk of my cats buying ahead of time.
