I don't know if this is a bug or not, but I have not seen this one around yet. I have restarted my game a few times now and there are always some cities without anyone in them. The Population growth is also bigger than the maximum population too. I haven't seen one of these cities get any more civilians or guards either. They are just dead. Is there any way to fix this or is it something thats supposed to be in the game?

This can happen on rare occasions (or if the civilians were tricked to follow a lone bandit with two broken arms across the desert).

There is a workaround for this issue.

Import Game to a new world, and that will re-populate all of the cities.

Set the population sliders accordingly before you Import Game.

Let us know what happens next! :D

It didn't do anything for me. I have started about 5 new worlds since then and everytime there were atleast 4 cities without civilians. The city just starts out empty and the population doesnt grow. I don't know if this could have anything to do with this, but the max population is 150 and the growth is 151.8 or something like that. But the cities stay empty no matter what I do.

Are you actually visiting these cities, or are you just referencing the numbers displayed on the map?

I also visited them, they were actually empty.

That's odd.
In my game, some cities will show a population of 0 on the map until actually visiting/loading the area.

Could you provide a .zip of your save folder here with Dropbox/Google Drive, so we can gather more info.?

Since the last time I posted this I deleted my savegames and started another new game, and for some reason the city's aren't empty anymore. I have no idea what fixed this though.

It may have been leftover data in the savefile that didn't update properly.
That's a shame you lost your save, though.
