Why some Police Station do not have a jail? Its hard to get my bounty reward.

There are several policeman, sometimes you have to find the right one that actually accepts.

The captain will always be in the police station (even if that police station is for some reason labeled as a trade building). You should also know that not all bandit leaders have bounties on them, you can check by clicking on them, and then looking at the info displayed about them in the lower left of the UI.

I have to partly disagree with that. Yes, the captain is supposed to be in the police station BUT occasionally I caught him running around in the city. Most likely bandits attacked and he tried do defend. Therefore I recommended to search around for him.

Were you the one that made the kill..? I've noticed if NPC's kill the leader, it doesn't let you freeload anymore

Actually its because not all Leaders have bounties any more. its random now.

Not all bandits boss have bounty reward, find those have bounty reward take them out and send to police.

If either NPC jails and polices chiefs doesn't work, guards in Holy Empire-controlled cities can pick up bounties, namely the Holy Paladins.
