V0.74.7 FPS issue near Brink on game load

I dont know if its my computer
or if it's the game
or if it's where i built my outpost. or all the above.
But for some reason once the area loads. my FPS drops to 0, then even out to 2 or 3 fps. this happens on loading from the main menu, and even if i use quick load, it don't change anything.
i built my new base on the second mountain near brink. my favorite place to build my base because it has everything i need close by.
Don't know why but most my issues as of late have revolved around Brink. something their is causing some issues i think.

I have a game with a base at the same mountain, but when I imported a new save today
(with the 74.7 experimental DX9) performance was just fine for me around that area

I think this is just an issue loading with DX11: This very same problem occurs to me after loading any save for 1-5 minutes, however after waiting through it the game runs perfectly fine.

it only started up once i started building my outpost in that spot.
will have to import into a new game and move my base elsewhere i believe. can't play at 2FPS
