Workshop to make stolen items unidentifiable.

Some stolen items have "stolen" and "stolen from paladin" etc. tags on them for a long time. Would be great if instead of waiting you could speed up the process and take it to a special workshop, where the tag would be removed by a laborer or an engineer, and likely you would loose few materials in the process.
