This one is mostly fairly simple I think.
If a player buys and repairs all the buildings in "The Hub" they should be allowed to build anywhere in the location as if that was their own outpost with the exception of the tower and the pub. Citizens of the The Hub would continue to be antonymous. (At this point if the player has outstanding bad faction with any major powers they could be subject to attack from those powers for a ++ version)
Frankly speaking, any old "abandoned village" or "ancient ruins" that has no currently claim should act in the same manner. Why can't the player take over such a place freely already?
I think it should be part of the main game, otherwise consider it a mod request!

it's a planned feature that's not implemented yet.
