[0.96.4 - FIXED] Can't enter Translation mode in the FCS

Can't seem to enter translation mode in the FCS. Here's what it tells me:

It doesn't matter if i'm using any mods, existing .translation file or trying to make a new translation. Can i provide any additional info?

UPD: Steam file-validation and complete reinstallation didn't fixed the issue. I still can't access the translation mode.

UPD2: For some reason my game has rolled back to 0.96.2 in an hour after updating to 0.96.3 and i'm once more unable to enter translation mod T-T

0.96.3 was basically instant crash so Devs pulled it back until they can fix it.
Do you believe the sexes should be equal?

Roger. Didn't get into actual gameplay, so had no idea. Will be waiting for the fix then!
