The ability to dismiss party memebers

What it sounds like really. I want to be able to dismiss party members without killing them.

Additionally, it would be cool if they turned in to NPC's persistent in the world. Like I could dismiss my guy Titan and find him later mashing bandit faces out in the world, or drunk in a bar.

drag and drop the character you want to dismiss to the dismiss button.

I've recently dismissed Horse, since i didn't liked him much and we found treasure he's been spoken about. So i gave him the cut and left him be. He get the "wondering trader" goal and walked towards the sunset, also retreiving his initial dialogue. I believe he's still out there somewhere. At least i hope so.

So, at least partially, what you're asking is already there, just not very obvious. Maybe the dismiss button could be made a little bigger?

well it doesn't exactly scream how to dismiss people
so the confusion on how to is understandable.

even i sometimes forgot before i remember to drag and drop.
