i have the perfect solution to this and like anything it makes it to where those that want it can have it and those that don't can have not.
make it toggle able in the advanced options menu
and by default it is set to off

If the game is designed for not having sleep as a necessity, then those that play with the feature toggled on might have some weird, not-so-balanced experiences.
Meanwhile vice versa; if the game is designed to have sleep as a necessity, then those that play with the feature toggled off might have some weird, not-so-balanced experiences.
The best solution would be to make it possible to mod sleep requirement in through the FCS, so those that want it could mod it in the way that they see best fit, while the dev can focus on making the game the way that they deem what the game is supposed to be like.
Then again you have to ask if that would be worth the dev's time and resources, instead of using that time and resources for something more worthwhile.
To me is similar to Grimmrok: Kenshi is all about exploring.
And sleep mechanics are more a base management thing. I'm unable to figure an scenario in which exploring became funnier having to stop 5 times to sleep from The Hook to Leviathan Coast (to say a number).
On the other hand sleeping can be challenging in the base management, making shifts of work/guard, etc Thins already been seen in Rimworld, Prison Architect and other base managers. Also I can see the rogue actions that can bring the night/day cycle with sleeping NPCs.
I am no dev so I only can compare with other games I tried and I have never seen sleep being a necessity in a RPG succesfully or funny at all. If dev can do such a thing... will be welcome, like any other thing that brings fun to the game.
Thirst, as I said before, is just like another kind of hunger, bringing little additional fun but adding more inventory management in case you want to launch a long range exploring squad. I won't do it unless your goal is to set smaller groups of roaming squads and compel us to use more carrying beast to transport all that food and water.
I won't do it but maybe the dev finds it interesting.

right now as i play. im on walk about, aka i have no base, i have
this many people, all with sleeping bags.
I spend half my time waiting for half my team to heal after nearly every fight. i already spend a ton of time sleeping as it is, and i really do not want more forced apon me. let alone the penalties for not sleeping.
i got enough penalties as it is with my new recruits and the Armour selections i wear. the Environment. Weapons. and im not that big a fan of the darkness penalties either.
I got enough penalties. i dont need more.
Now imagine people who play above 30 players, it would become a nightmare and a disaster if you got the max of 256.

i am in no way a fan of anything that adds more sleeping time to my game where i do plenty of it already.
if i want my people to sleep, i got fight gutters, or Gorillas or Leviathans or any number of other worthy foes.
if you want to sleep. make as many beds as you want, then click on them with your selected character.
they will go to sleep.
and no need to force more then is needed in the game that is already more then half "a sleeping simulator."
think of it this way.,
NPCs currently sleep, sorta. this is meant to give the player a chance to sneak into shops and steal.
Add it to teh player, now what determines when they sleep? what are the side effects? the positives?
does combat get affected if you go past the time limit?
Every day now you will need to sleep. putting jobs on hold. your farmers no longer work 24/7. now you need farmers who work when the normal ones sleep. every job now requires more workers to pick up the slack for when others sleep.
your turrets need more people for when they go to sleep.
unless you want production to stop on everything else, you need to add more people to pick up their slack.
Now you are juggling the requirements of sleep for everyone.
no more adventuring now.
you are in to much need to rest your characters every day.
that doesnt even go into the positives or negatives of this aspect.
you cant just add sleep and not have it affect anything.
it will require bonuses and negatives. other wise its a useless feature that does nothing but handicap the player.
kinda like darkness, it only gives negatives to the game, there are no bonuses. and hamstrings you if you play at night.

while i was thinking, i forgot the most important part

the Dev would have to change them so as to not give them a unfair advantage over you.
they would then be required to sleep. all of them.
new squads would have to be made to deal with it. every 12 hours the NPCs would change guard and the other half would go to sleep while the new watch took over.
bandit camps and animal nests would have to be changed.
it would litterly become a game changer.
